Oscar is a Partner at Consortium Legal – El Salvador with over 21 years of experience in banking and finance, mergers and acquisitions, and dispute resolution. With a strong international background, he is frequently sought after for his expertise in multi-jurisdictional transactions.

He is a Fulbright Scholar and earned his LL.M. in Dispute Resolution from Pepperdine University, California. Following his studies, he worked as an international associate at King & Spalding LLP in Washington, D.C., enhancing his international legal experience.

Óscar has led some of the largest financial transactions in El Salvador, including the acquisition of Banco Agrícola by Bancolombia and HSBC by Banco Davivienda. More recently, he advised on the acquisition of Scotiabank El Salvador by Imperia Intercontinental Inc. and the purchase of AIG El Salvador by ASSA Compañía de Seguros. He has also represented the Republic of El Salvador in several international bond issuances, including the largest issuance in the country’s history. He continues to advise both local and international financial institutions in the structuring of cross-border loans for Central American entities.

• Advised Credit Suisse in structuring a DPR program for Imperia Continental Inc. to acquire Citibank El Salvador shares for US$100 million.
• Represented Deutsche Bank and Credit Suisse as underwriters in Banco Agrícola’s US$300 million debt issuance.
• Advised American Insurance Group (AIG) in El Salvador on the sale of its operations to ASSA, a Panamanian insurance company, for US$85 million.
• Advised the Panamanian branch of The Bank of Nova Scotia on a US$150 million credit line granted to Autofacil Panamá, S.A., one of the largest car dealerships in the region.
• Represented the Republic of El Salvador in its US$601 million notes issuance.
• Advised Digicel International Finance Limited on a US$1.35 billion loan structured by Citi as joint bookrunner, with JP Morgan, Barclays, Credit Suisse, and Deutsche Bank as lead arrangers.
