Lionel is a Founding Partner of Consortium Legal – Guatemala with more than 41 years of experience in labor counseling and litigation. Over the course of his career, he has pioneered and led innovative practice areas such as Tax Criminal Law, immigration advisory services for expatriates of multinational corporations, and the development of corporate compliance programs with a criminal law focus, designed to protect legal representatives from exposure to criminal proceedings.

He is the author of the Labor Inspectors’ Manual, sponsored by the U.S. Agency for International Development (USAID), and has played a key role in the negotiation of collective bargaining agreements with unions in the electricity, sugar, banana, industrial, and commercial sectors.

Lionel has also served as a representative in labor justice commissions and as a delegate in national and international congresses on labor law and social security. He has advised national and multinational groups, banks, and local companies on labor and employment matters.

In academia, he has participated as a member of examination boards for labor law at the Universidad Francisco Marroquín and Universidad Rafael Landívar law faculties in Guatemala.
