Costa Rica: The Ministry of Public Works and Transportation extends the validity of driver’s licenses for foreigners and nationals

Through resolution No. 2021-00196 the Ministry of Public Works and Transportation (MOPT for its acronym in Spanish), recently published the MOPT established new extensions for drivers with expired licenses in condition of tourists and nationals who have remained abroad since December 2019. This in order not to generate a greater affectation to foreign users of the Institution.

The agreements reached in said resolution consist, essentially, in the following three points:

  • To grant a grace period until June 1, 2021 to drivers who are in the country as TOURISTS whose licenses issued in other countries have expired, only for drivers who entered the country after December 17, 2019.
  • To grant a grace period until September 30, 2021 to foreigners who are undergoing a process of requesting a change of migratory category or extension; so that they may transit on the roads with their licenses issued abroad that are expired after March 20, 2020.
  • Authorize an extension to Costa Rican driver’s licenses that are expired on or after March 20, 2020, but of those Costa Rican citizens who demonstrate an uninterrupted permanence abroad since December 2019. This grace period will be extended until December 31, 2021.

As part of the validity of the extensions, the Traffic Police of Costa Rica will not fine drivers for these causes, as long as they can prove the application of the grace periods.

Likewise, through Resolution No. 2021-000148, the MOPT extends a grace period until September 10, 2021, so that foreigners legally residing in the country, as well as Costa Ricans whose foreign license has expired, may continue using the document to drive in Costa Rica.

In both cases, if you wish to carry out the process of driver’s license homologation during the validity of the previous agreements, such process must be carried out at the offices of Educación Vial and the service is provided through appointments, which are available every Thursday from 8 am.
