Consortium Legal announces the addition of a new team of lawyers and associates to its Costa Rica office, which will strengthen its public law practice as part of its strategy for growth and consolidation in key areas for the firm.
Effective February 1, 2026, the following individuals will join the firm: Carlos Manuel Arguedas Ramírez, a lawyer with more than forty years of professional experience in the public and private sectors, with a recognized track record in constitutional and public law. Throughout his career, he has served as a magistrate of the Constitutional Chamber, a deputy of the Republic, a parliamentary advisor, and a legal advisor to the Presidency of the Republic, bringing a comprehensive and high-level vision to the practice of law.
Also joining the firm are Allan Ugalde Rojas, Ana Lizzeth Rodríguez, and Andrés Andrés Naranjo. Allan Ugalde has more than twenty years of professional experience in both public office and private practice, including his role as manager of the Administrative Contracting Division at the Comptroller General of the Republic and his most recent experience at the DPI Legal firm. He has participated in the development of current regulations on public procurement and in highly specialized training processes.
Ana Lizzeth Rodríguez has more than fifteen years of experience in public administration as legal advisor to the National Learning Institute and the Ministry of Public Works, among others. She also has effective experience in public law, administrative law, administrative contracting, intellectual property, and internal control. In the private sector, she works as a lawyer and notary public, providing advice and consulting services to organizations and companies in their relations with the government.
For his part, Andrés Andrés has more than twelve years of experience collaborating on contentious-administrative and constitutional litigation issues. He has participated in providing advisory assistance in the execution of public-private partnership projects and public works concessions. He has developed his experience supporting litigation areas both in the judicial sphere and in regional and multinational organizations.
“This integration represents a strategic step for Consortium Legal. The experience, technical expertise, and knowledge of the public sector that this team brings joins the team that has been led by Roy Ramos and reinforces our commitment to supporting our clients with high-level advice, especially in a practice that is key to the country’s institutional and economic development,” said Rolando Laclé Zúñiga, president of Consortium Legal.
With this addition, Consortium Legal reaffirms its commitment to offering its clients specialized legal advice with the highest quality standards, strengthening a strategic practice that supports companies and institutions in their relationship with the State and in high-impact projects for the region.
Consortium Legal welcomes these new members and celebrates their integration with our partner Roy Ramos and the current Public Law practice team, which gives us confidence that their experience and leadership will contribute significantly to the firm’s growth and the value we offer our clients.
